Most housing counseling agencies are nonprofit organizations as well. Their work is sustained by bridging support from the private and public sectors. Housing counseling agencies vary in size, and although they operate with intention, most of them tend to experience capacity issues. From its inception, HCAC’s work has revolved around advocacy to elevate the work done by the Housing Counseling community in Philadelphia and beyond.
